There are lots of people who have complained about this but I've never found a fix. I've tried launching in different compatibility modes, run as administrator, uninstall/reinstall, new windows, different drives etc etc. I can still navigate through the Uplay client and launch games etc, just the downloads freeze. I have great internet (by Australian standards) and everything will download at about 13MB/s until Uplay downloads freeze. I'll be downloading a game or an update and Uplay downloads will lock up and the only way to close it is through Task Manager (ctrl+alt+del). I've been having issues with Uplay for a couple of years now on multiple systems with varying PC components.
